President Victor Yanukovych underscored the urgent need to form an efficient coalition and effective Government at the meeting with the Head of the Verkhovna Rada, Volodymyr Lytvyn.

The Head of the State negatively assessed the fact that the Law on the State Budget for 2010 has not been adopted yet. “Economy and finances are managed in the manual mode,” he said.

Victor Yanukovych is convinced that the negotiation process on forming the new coalition will begin in Parliament starting March 1. He called on Mr. Lytvyn to initiate negotiations, President’s press center reports.

In his turn, the Chairman of the Verkhovna Rada underlined that de facto coalition does not exist, as evidenced by the fact that out of 2000 legal acts adopted by Parliament only 130 were adopted by coalition. “If there is a coalition in the Verkhovna Rada, there must be a budget,” he said.
